In accordance with LAW No. 81/2017 "On Protected Areas" The totality of environmental protected areas constitutes the national system of protected territories, the Totality of Natural Monuments constitutes the natural formation (including special biological elements), the special geological and geomorphological formation, a mineral deposit or a habitat of a rare and endangered species or of special scientific and aesthetic importance and value, declared by special legislation. In the categorization of environmental protected areas and Natural Monuments and in determining the status for each of them, the responsible institutions in the Republic of Albania rely on the criteria of the International Union for Conservation of Nature (IUCN). The Ministry, in cooperation with the National Agency for the Protection of Nature, coordinates the work for the establishment and administration of the national system of protected areas. Natural Monuments are declared by decision of the Council of Ministers, upon the proposal of the minister responsible for protected areas.
